Glenn has over 30 years in the public safety sector. He served the City of Boca Raton for over 28 years attaining the rank of Deputy Fire Chief. Glenn moved to the City of Boynton Beach where he served as Fire Chief retiring in 2020. Since 1994, he served as an adjunct instructor at the National Emergency Training Center (NETC) in Emmitsburg Maryland specializing in Chemistry for Emergency Response, Advance Life Support for Hazardous Materials Incidents, Hazardous Materials Operating Site Practices, Hazardous Materials Incident Management system; he is also an integral part of several course development and design teams at the NETC. As Fire Chief, he coordinated and managed all emergency and administrative functions within the Public Safety Department, including emergency response, disaster preparedness, fire prevention, and code enforcement. Glenn is also a registered professional nurse with over 20 years of direct clinical experience in all aspects of emergency room and critical care nursing practice.

Jack McCartt served in the fire service for 33 years as a Firefighter, Driver/Engineer, Captain, Battalion Chief, and Deputy Chief before retiring as the Fire Chief at Dania Beach. He served as the Hazardous Materials team coordinator of the Boca Raton Fire Rescue Services for over a decade. He has taught numerous Hazardous Materials, Incident Management, and Emergency Medical Management, as well as participated in developing these courses over the past 25 years. He also worked as an emergency room medic for over ten years.
Chief McCartt also served as the Director of the School Board of Palm Beach County’s Fire Academy. As Director, he led the design and development of emergency response disciplines such as emergency medical services (EMS), firefighting, urban search and rescue, hazardous materials response, incident management, and leadership.
Jack has been a National Fire Academy instructor since 1991, teaching hazardous materials, EMS, and training development courses. In addition to instruction, he has been involved in course development in the public safety disciplines of EMS, Training Management, Safety, and Hazardous Materials. In 2006, Jack worked on many of the Academy’s current courses to make them NIMS compliant.
Andy retired as a Special Operations Battalion Chief from the Orem Fire Department in Utah. He was a sworn Law Enforcement Officer for 18 years and Paramedic for 16 years. He is currently a Professor in the Emergency Services Department at Utah Valley University (UVU). He is the Director of the Firefighter Recruit Candidate Academy program at UVU for entry level firefighters. He is a course designer and instructor for the National Fire Academy (NFA) in Emmitsburg, MD specializing in Hazmat/WMD Chemistry and Advanced Science. He has reviewed and contributed to several textbooks related to Hazmat/WMD chemistry and response and is a frequent course reviewer, researcher, and subject matter expert in the areas of Hazmat, Firefighting, Leadership and Management. He is a member of the NFPA 470 Hazardous Materials Standards for Responders Technical Committee. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and holds an Associate degree in Fire Science, a bachelor’s degree in Public Emergency Services Management and a master’s degree in Education from Utah State University.

He has 12 years of healthcare-specific emergency management experience with in-depth knowledge of The Joint Commission (TJC), Centers for Medicare/Medicaid (CMS), Long Term Care Institute (LTCI), and Commission on Accreditation of Rehab Facilities (CARF) compliance requirements. He has both private-sector and federal healthcare emergency management experience and is currently an EM Specialist with a federal agency. In both capacities, he was the Hospital Emergency Response Team (HERT) coordinator and Decontamination Team leader. He developed and maintained all-hazard emergency plans across multiple jurisdictions in accordance with regulatory or accrediting agencies. Established and sustained the continuity of operations plan (COOP). He also coordinated and conducted HSEEP-compliant exercises in accordance with regulatory and accreditation agency guidelines.
